" You just sit there and tolerate it, the same way everything in this country is tolerated. Every deception, every lie, every bullet in the brains. Just as you are already tolerating bullets in the brains that will be implemented only after the bullet is put in your brains. "
― Imre Kertész , Liquidation
" God is thus entrenched in the Flow systems as a causal belief, but an unordered one. Within Flow, this is implemented as unordered in relation with the ordered. The responsibility of first Cause and causes as effects including physiological causes are passed on to God. In fact, to devout Christians, God is all causation incessantly. "
" The 'Smart' radio frequency (RF) utility meter program is a known biologically harmful system that has been implemented by evil people. "

" These are tough times for state governments. Huge deficits loom almost everywhere, from California to New York, from New Jersey to Texas.Wait—Texas? Wasn't Texas supposed to be thriving even as the rest of America suffered? Didn't its governor declare, during his re-election campaign, that 'we have billions in surplus'? Yes, it was, and yes, he did. But reality has now intruded, in the form of a deficit expected to run as high as $25 billion over the next two years. And that reality has implications for the nation as a whole. For Texas is where the modern conservative theory of budgeting—the belief that you should never raise taxes under any circumstances, that you can always balance the budget by cutting wasteful spending—has been implemented most completely. If the theory can't make it there, it can't make it anywhere. "
― Paul Krugman
" Mohammed took his tribal customs and traditions and injected them into his new religion. Many of the ideas and traditions he implemented were already contained in the tribes he conquered, so in many cases, no major changes were required of his new followers. For example, most, if not all, of the tribes were polygamous. Women were seen primarily as chattel and under the complete control of their fathers or husbands. The communities of the new Islamic religion in the 600s CE often converted en masse. With minor modifications, they kept practicing their traditions. Mecca was already a major pagan religious shrine; Mohammed conveniently changed it into a place of worship and pilgrimage for Allah.Practically speaking, Mohammed unified a fracture region under a single religion and did it with a superior military. Conquest, war, and male predominance were the hallmarks of Islam. Despite political splits over the centuries, the tribal nature of Islam remains intact. "

" Unforgiveness is a strategic " design," craftily implemented by you enemy to " outwit" you, to cripple your effectiveness in prayer and your power to stand against him victoriously. Which is why, if I were your enemy, I would do everything possible to keep you from forgiving anyone and everyone who's done you any wrong. "
" My advice was to start a policy of making reversible decisions before anyone left the meeting or the office. In a startup, it doesn’t matter if you’re 100 percent right 100 percent of the time. What matters is having forward momentum and a tight fact-based data/metrics feedback loop to help you quickly recognize and reverse any incorrect decisions. That’s why startups are agile. By the time a big company gets the committee to organize the subcommittee to pick a meeting date, your startup could have made 20 decisions, reversed five of them and implemented the fifteen that worked. "

" In Christ’s first coming, He implemented a rescue plan conceived in the mind of God before the foundation of the world. He did not come to promote holiday cheer, boost end-of-year sales, or serve as the central figure in a Nativity scene. He came to save sinners. To save sinners, Christ had to put away what makes people sinners–namely, sin. "

" Universal housing programs have been successfully implemented all over the developed world. In countries that have such programs, every single family with an income below a certain level who meets basic program requirements has a right to housing assistance. "

" YESTERDAY's lessons should be implemented TODAY for a better TOMORROW. "
" There needs to be a nationwide awareness programme for all NHS staff, to educate them about dissociative disorders. Diagnoses need to be more obtainable within the NHS; people's lives should be placed ahead of funding restraints and bureaucratic red tape. We need minimum standards of care and treatment agreed and implemented within the NHS to end the current nightmare of the postcode lottery—not just guidelines that can be ignored but actual regulations. "

" Pull approaches differ significantly from push approaches in terms of how they organize and manage resources. Push approaches are typified by " programs" - tightly scripted specifications of activities designed to be invoked by known parties in pre-determined contexts. Of course, we don't mean that all push approaches are software programs - we are using this as a broader metaphor to describe one way of organizing activities and resources. Think of thick process manuals in most enterprises or standardized curricula in most primary and secondary educational institutions, not to mention the programming of network television, and you will see that institutions heavily rely on programs of many types to deliver resources in pre-determined contexts.Pull approaches, in contrast, tend to be implemented on " platforms" designed to flexibly accommodate diverse providers and consumers of resources. These platforms are much more open-ended and designed to evolve based on the learning and changing needs of the participants. Once again, we do not mean to use platforms in the literal sense of a tangible foundation, but in a broader, metaphorical sense to describe frameworks for orchestrating a set of resources that can be configured quickly and easily to serve a broad range of needs. Think of Expedia's travel service or the emergency ward of a hospital and you will see the contrast with the hard-wired push programs. "
" Complex operations, in which agencies assume complementary roles and operate in close proximity-often with similar missions but conflicting mandates-accentuate these tensions. The tensions are evident in the processes of analyzing complex environments, planning for complex interventions, and implementing complex operations. Many reports and analyses forecast that these complex operations are precisely those that will demand our attention most in the indefinite future. As essayist Barton and O'Connell note, our intelligence and understanding of the root cause of conflict, multiplicity of motivations and grievances, and disposition of actors is often inadequate. Moreover, the problems that complex operations are intended and implemented to address are convoluted, and often inscrutable. They exhibit many if not all the characteristics of " wicked problems," as enumerated by Rittel and Webber in 1973: they defy definitive formulations; any proposed solution or intervention causes the problem to mutate, so there is no second chance at a solution; every situation is unique; each wicked problem can be considered a symptom of another problem. As a result, policy objectives are often compound and ambiguous. The requirements of stability, for example, in Afghanistan today, may conflict with the requirements for democratic governance. Efforts to establish an equitable social contract may well exacerbate inter-communal tensions that can lead to violence. The rule of law, as we understand it, may displace indigenous conflict management and stabilization systems. The law of unintended consequences may indeed be the only law of the land. The complexity of the challenges we face in the current global environment would suggest the obvious benefit of joint analysis - bringing to bear on any given problem the analytic tools of military, diplomatic and development analysts. Instead, efforts to analyze jointly are most often an afterthought, initiated long after a problem has escalated to a level of urgency that negates much of the utility of deliberate planning. "
" A confidential report delivered in June 1965 by Abel Aganbegyan, director of the Novobirsk Institute of Economics, highlighted the difficulties. Aganbegyan noted that the growth rate of the Soviet economy was beginning to decline, just as the rival US economy seemed particularly buoyant; at the same time, some sectors of the Soviet economy - housing, agriculture, services, retail trade - remained very backward, and were failing to develop at an adequate rate. The root causes of this poor performance he saw in the enormous commitment of resources to defense (in human terms, 30-40 million people out of a working population of 100 million, he reckoned), and the 'extreme centralism and lack of democracy in economic matters' which had survived from the past. In a complex modern society, he argued, not everything could be planned, since it was impossible to foresee all possible contingencies and their potential effects. So the plan amounted to central command, and even that could not be properly implemented for lack of information and of modern data-processing equipment. 'The Central Statistical Administration ... does not have a single computer, and is not planning to acquire any,' he commented acidly. Economic administration was also impeded by excessive secrecy: 'We obtain many figures... from American journals sooner than they are released by the Central Statistical Administration.' Hence the economy suffered from inbuilt distortions: the hoarding of goods and labour to provide for unforeseen contingencies, the production of shoddy goods to fulfill planning targets expressed in crude quantitative terms, the accumulation of unused money by a public reluctant to buy substandard products, with resultant inflation and a flourishing black market. "
" There is only one universal language, which is the language of numbers and proportions that are so striking and stunningly built into the Great Pyramid and to which our current science has no appropriate response. We can no longer ignore that this ancient civilization was aware of our units used in modern mathematics and physics and were even aware of our metric system. Our metric system originating in the eighteenth century, designed and implemented by a committee of mathematicians and physicists commissioned by the French revolutionary government. "

" Our foremost priority is the removal of poverty, hunger and malnutrition, disease and illiteracy. All social welfare programmes must be implemented efficiently. Agencies involved in the delivery of services should have a strong sense of duty and work in a transparent, corruption-free, time-bound and accountable manner. "
" You've got to move us to these technologies that allow us to get to the clean-energy source. If we can't work to reduce the cost, you're not going to see them implemented unless there is a path of unlimited subsidies, and that's not doable, either. We can kick-start the research process, but we have to do that from a position of economic strength. "
" Since September 11th Congress has created the Department of Homeland Security, more than doubled the homeland security budget and implemented a bipartisan overhaul of our intelligence systems. "
