The cue of every leader, of course, is to divide his enemies and to unite his friends. A better recipe for the avoidance of revolutions is an equitable distribution of wealth: 'Money is like muck, not good unless it be spread.' But this does not mean socialism, or even democracy; Bacon distrusts the people, who were in his day quite without access to education; 'the lowest of all flatteries is the flattery of the common people;' and 'Phocion took it right, who, being applauded by the multitude, asked, What had he done amiss?' What Bacon wants is first a yeomanry of owning farmers; then an aristocracy for administration; and above all a philosopher-king. 'It is almost without instance that any government was unprosperous under learned governors.' He mentions Seneca, Antonius Pius and Aurelius; it was his hope that to their names posterity would add his own. "

Saigo and Jirocho in particular, were heroes during the Joui War. Well, they're too old to go on a tear now. If you want someone who's currently active, there's Katsuro Kuroguma, a young leader in the Doromizu Faction. He's the most feared man in Kabuki District right now. You'll also find a few former Joui in Saigo's Faction. There are rumours about Kada's Faction having ties to some crazy folk. Otose's Faction? It's just a bar, really. She's just an old lady with a soft heart. But if you try any funny business on her turf, you'll run into a certain guy. A guy who holds his own against the Big Three by himself. One hell of a monster, with hair that's completely white. A demon... "

" Before continuing further, it is important to gain an understanding of how democracy is perceived by the ordinary people of the Middle East. Democracy, as a secular entity, is unlikely t be favorably received by the vast majority of Middle Easterners who are devout followers of the Islamic faith. Traditionally, there is tension among the Muslim countries with respect to the establishment of a democratic form of government. On the one hand, there are those who believe that democratic rule can co-exist with the religious nature of the Middle Easter societies; however, on the other hand there are those who believe that the tribal structure of the Middle Eastern countries may not be suitable for democratic rule as too many factions will emerge. The result will be a " fractured" society that cannot effectively unite and there is also the risk that this could impact the cohesion produced by the Muslim faith. Although concerns exist, for the most part, the spirit of democracy, or self rule, is viewed as a positive endeavor so long as it builds up the country and sustains the religious base versus devaluing religion and creating instability. Creating this balance will be the challenge as most Western democracies have attempted to maintain a separation of church and state. What this suggests is that as democracy grows in the Middle East, it is not necessarily going to evolve upon a Western template—it will have its own shape or form coupled with stronger religious ties. "
