1 " I always wanted to be a juvenile delinquent but my parents wouldn't let me. "
― John Waters
2 " The cane is just not going to cut it. I shared with some of my colleagues that these brothers live in neighborhoods where they are getting whapped with a piece of stick all night, stabbed with knives, and pegged with screwdrivers that have been sharpened down, and they are leaking blood. When you come to a fella without even interviewing him, without sitting him down to find out why you did what you did, your only interest is caning him, because you are burned out and frustrated yourself. You say to him, ‘Bend over, you are getting six.’ And the boy grits his teeth, skin up his face, takes those six cuts, and he is gone. But have you really been effective? Caning him is no big deal, because he’s probably ducking bullets at night. He has a lot more things on his mind than that. On the other hand, we can further send our delinquent students into damnation by telling them they are no body and all we want to do is punish, punish, punish. Here at R.M. Bailey, we have been trying a lot of different things. But at the end of the day, nothing that we do is better than the voice itself. Nothing is better than talking to the child, listening, developing trust, developing a friendship. Feel free to come to me anytime if something is bothering you, because I was your age once before. Charles chuck Mackey, former vice principal and coach of the R. M. Bailey Pacers school. "

3 " Hitler scheduled joint plebiscites in Austria and Germany for April 10, 1938. Both populations voted on whether to incorporate the two countries into a single state. The people of Austria cast 99.73 percent of their ballots in favor of Anschluss with Germany. The Germans voted 99.08 percent for unification....On March 18. 1938, the German government notified the League of Nations that Austria had cancelled its affiliation. This international body, which had never manifest concern for the plight of the distressed little nation, now debated whether Germany was responsible for paying Austria's delinquent membership dues of 50,000 Swiss francs from January 1 to March 13. This ended the chain of circumstances leading to the unification of Hitler's homeland with the German Reich, an event known to history as " the rape of Austria. "
4 " As the sun went down outside, the television screen started completely lighting up the room in obnoxiously bright colors at hyperactive speeds. The conversation had been slowly rising in volume and frequency, as everyone started becoming more delinquent and the social boundaries slowly wore away. I don't remember what any of them said because I wasn't honestly paying any attention. I was focusing on my own misery and trying to numb the inner demons, the ugly things Thomas claimed came from the Outside World. Yet, to me, it wasn't outside, but rather INSIDE, as in my own head. I kept hearing Charley's voice from bits and pieces of conversations we had, laughter that I'll never hear ever again. "

5 " Yes, I'm sure [the princess] thinks daily of a delinquent midget apprentice growing up to claim her hand ahead of all the nobles and princes of the realm. What could any of them possibly give that you don't have, except titles, land, wealth and all that. "
― Jonathan Renshaw , Dawn of Wonder (The Wakening, #1)
6 " The child is more individualised than the adult, the patient more than the healthy man, the madman and the delinquent more than the normal and the non-delinquent. In each case, it is towards the first of these pairs that all the individualising mechanisms are turned in our civilisation and when one wishes to individualise the healthy, normal and law-abiding adult, it is always by asking him how much of the child he has in him, what secret madness lies within him, what fundamental crime he has dreamt of committing "
― Michel Foucault
7 " Like everyone I slipped into adulthood like a delinquent through the back door. "
― Charles Finch , The Last Enchantments
8 " Positively, the delinquent behavior seems to speak clearly enough. It asks for what we can’t give, but it is in this direction we must go. It asks for manly opportunities to work, make a little money, and have self-esteem; to have some space to bang around in, that is not always somebody’s property; to have better schools to open for them horizons of interest; to have more and better sex without fear or shame; to share somehow in the symbolic goods (like the cars) that are made so much of; to have a community and a country to be loyal to; to claim attention and have a voice. These are not outlandish demands. Certainly they cannot be satisfied directly in our present system; they are baffling. That is why the problem is baffling, and the final recourse is to a curfew, to ordinances against carrying knives, to threatening the parents, to reformatories with newfangled names, and to 1,100 more police on the street. "

9 " Noah's eyes held my face. I swallowed hard. The juxtaposition of him sitting in a room full of people while staring at no one but me was overwhelming. Something shifted inside of me at the intimacy of us, eyes locked amid the scraping of twenty graphite pencils on paper.I shaded his face out of nothingness. I smudged the slope of his neck and darkened his delinquent mouth, while the lights accented the right angle of his jaw against the cloudy sky outside. I did not hear the bell. I did not hear the other students rise and leave the room. I did not even notice that Noah no longer sat at the stool. "

10 " You’re so calm,” I said out loud. “It’s like you don’t need it.” Need me, I didn’t say. But I could tell by the way his delinquent smile softened that he knew what I meant.Noah moved forward, toward me, next to me then, the slender muscles in his arms flexing with the movement. “I’m not sure you can appreciate how much I want to lay you out before me and make you scream my name. "

11 " The principal differences between law and science are as follows:1. In the administration of the law, facts are necessary to enable the umpire (jury, judge) to decide whether rules have been broken and, if so, the type of penalty to apply. In science, facts are necessary to form new or better theories and to develop novel applications (for example, drugs, machines). Novelty is not a positive value in law. Instead, the lawyer looks for precedent. For the scientist, however, novelty is a value; new facts and theories are sought, whether or not they will prove useful. 2. If we endeavor to change objects or persons, the distinction between law (both as law making and law enforcing) and applied science disappears. In applying scientific knowledge, one seeks to change objects, or persons, into new forms. The scientific technologist may thus wish to shape a plastic material into the form of a chair, or a delinquent youth into a law-abiding adult. The aims of the legislator and the judge are often the same. Thus, legislators may wish to change people from drinkers into nondrinkers; or judges many want to change fathers who fail to support their dependent wives and children into fathers who do. This [is a] " therapeutic" function of law. "
