In the context of his answer "the things that are God's" most normally would not mean "spiritual things"; the attribution "to Caesar Caesar's things and to God God's things" points rather to demands or prerogatives which somehow overlap or compete, needing to be disentangled. What is Caesar's and what is God's are not on different levels, so as never to clash; they are in the same arena.
